In the book of Romans, chapter 2, Paul says that Gentiles, who did not know the law, were none the less guided by their consciences, showing the work of the law written in their hearts, their conscience bearing witness and their thoughts alternately accusing or else defending them. God implanted in man a conscience to make him seek for forgiveness, to guide him into righteousness.
